Ian Klaus is a visiting fellow at the University of Pennsylvania’s Perry World House, a non-resident fellow at the Chicago Council on Global Affairs and a contributing writer to City Lab from The Atlantic.  He was previously Senior Advisor for Global Cities at the U.S. Department of State, where he lead the Department’s work in urbanization and foreign policy, and engaging on foreign policy priorities from countering violent extremism to addressing climate change and encouraging inclusive economic growth. He additionally served as Deputy Negotiator for the United States delegation to Habitat 3, a major global summit convened by the United Nations General Assembly on housing and sustainable urban development.  He holds a Ph.D from Harvard University and an MA from Oxford University. Formerly, he was Ernest May Fellow for history and strategic studies at the John F. Kennedy School of Government’s Belfer Center for Science and International Affairs. He is the author of Forging Capitalism (Yale, 2014) and Elvis is Titanic: Classroom Tales from Iraqi-Kurdistan (Knopf, 2007).
